ToggleFirst, a look at the UK and EU customs border
On 1 January 2021, Brexit ended the free movement of goods between Europe and UK, which is why you need support with moving goods between the UK and EU.
This customs border adds an additional compliance need – you could get audited for exports and imports, so it’s important to have the right information and remain compliant. AVASK can help you make the necessary customs entries to allow your shipments to move between the UK and EU.
Storing your products in both the UK and EU means you can benefit from Amazon’s Fulfilment by Amazon (FBA) programme and store inventory on both sides of the UK-EU customs border.
The knock-on effects of Brexit: the customs border and 0% customs duty
Before Brexit, for example if you wanted to send something from France to the UK, it would be like sending it domestically in France. Today there are different customs checks.
The 0% customs duty trade deal – and you
The trade deal introduced means that you benefit from the 0% customs duty trade deal, which means that you’ll be effectively saving costs if you:
- Are selling UK-origin goods and moving them into Europe
- Have sufficient proof that the goods are indeed manufactured in the UK
- Are likewise selling verified EU-origin goods and shipping them to the UK
With this new customs border came the introduction of import VAT. This means that when your goods are crossing between the UK and EU, you’ll need:
- an export entry to get your goods out of the local place
- an import entry to allow your products to be imported in
Why store your goods locally on both sides of the UK and EU border?
If you’re storing close to where your final sale is, you’ll pay local FBA fulfilment fees and you won’t have to pay the higher fulfilment fees as if you were selling into the Europe and storing in the UK, or vice versa.
Storing locally means you can:
- Get eligibility for the Prime badge
- Benefit from faster shipping times
- Gain eligibility for the Pan-EU FBA programme

Amazon and AVASK have been working together over the past two to three years to develop solutions that help UK sellers successfully transport their product from the UK to Europe, and help Europe-based sellers transport their product from the EU to UK.
AVASK offers two programmes:
- One with two solutions for moving small parcels (ATS-AVASK and UPS-AVASK)
- One for moving pallets (UPS SCS-AVASK)

Small parcels: a quick overview of the two solutions
ATS-AVASK and UPS-AVASK are two of the transport providers that we use for sending parcels.
What is ATS-AVASK?
ATS-AVASK is the Amazon-AVASK transport services programme which sends shipments between the UK and EU.
In the UK, you send your inventory (via UPS or DPD) to Amazon’s sort centre in Weybridge, near London. From there, Amazon’s trucks go to Amazon fulfilment centres in Saran, France and in Krefeld, Germany. With daily weekday departures to France and Germany, there are about 10 shipments a week.
While ATS handle the shipping, AVASK’s role is to coordinate and make sure that you provide us the information we need to declare the customs declaration.

Shipping and storing your goods on both sides of the border
Shipping and storing for UK to EU sellers
When your goods are crossing the UK-EU border from the UK, we’ll provide:
- The export declaration
- The import declaration so that the goods can arrive in the EU and go to either France or Germany.
Shipping and storing for EU to UK sellers
This goes the other way around. First, you send your inventory via DPD or DHL as these are the couriers that Krefeld will accept. Amazon receives the parcels in Krefeld and make two departures a week. We then provide:
- the export entry
- The import entry to ensure that goods are moving compliantly.
Amazon then provide the international transportation via ATS, which is free.
Are you sending parcels or pallets – or both?
The solution you choose is down to what works best for you and your business.
If you’re based in the UK and sent inventory domestically, you may have used UPS for sending small parcels through Amazon already. For shipping to the other side of the border, shipment creation and the tracking is similar to doing it domestically.
If you’d rather send larger shipments in pallets, this is currently available for the UK to EU lane (UK to France or Germany). The pallet transporter and provider is UPS-SCS, which is a separate programme.
What if you want to send both parcels and pallets?
You’ll have to choose either the ATS-AVASK and UPS-AVASK programme to send parcels, but you can choose UPS-SCS to send pallets for no additional fee.
The UPS-AVASK programme:
- Has similar fees to ATS
- Uses the UPS courier service and the transport agent to collect goods from you, then deliver to the Amazon fulfilment centre on the other side of the customs border.
- Goes from the UK to France and UK to Germany
- Goes from Germany, France, Italy, and Spain to the UK
- Doesn’t have the domestic warehouse that ATS does, meaning you’d get a UPS label with a tracking number. The inventory is picked up from your warehouse and then delivered to Amazon EU, the other side of the customs border.
- Allows you to send a high number of boxes. You could send 100 boxes, but each box couldn’t be over the size and weight limits.
What’s the size and weight limit on the parcels going via UPS?
The limit is:
- Approximately 60 centimetres length, width and height per box
- 23 kilograms per box
AVASK helps with the customs declarations to make sure that your shipments go through and can be imported compliantly into the destination country.
Sending pallets from the UK to France or Germany via UPS SCS-AVASK
Transport is provided by UPS, and AVASK completes the customs clearances. Similar to when you’re sending anything to Fulfilment by Amazon (FBA), you’ll need to tell Amazon what you are sending and you’ll get an FBA reference – this is crucial because it’s the unique identifier for your shipment, and this is what AVASK and Amazon would use if we were contacting you.
How much does it cost to send pallets via SCS?
- Fee per shipment: (€60) but this can include up to 100 boxes and 3 commodity codes
- Further commodity codes: €5 each
The Send to Amazon workflow
You must use this for all cross-border shipments, and you need this for booking your shipment on Seller Central. Read the guidance and follow the correct workflow for this, or the shipments won’t go fully to plan.

FAQs about shipping between the UK and EU
How do you sign up and start onboarding with AVASK for the shipping service?
There’s a simple four-step onboarding process:
- Get VAT ready: Sign up with AVASK using the simple signup form, including details such as your company name, directors, VAT numbers and Amazon merchant token – information you’ll already have to hand as an Amazon seller.
- Complete your onboarding with AVASK: This is so we have everything we need to compliantly submit export and import declarations for you, which include things such as a signed Power of Attorney. We’ll let you know along the way if there’s anything else you need to give us.
- AVASK guides you through creating a shipment and the booking process: You can call us or watch our guidance videos once you’ve signed up.
- Your goods are delivered!
If, for example, you’re based in the UK, the destination would be an Amazon Fulfilment Centre in France or Germany.
To get inventory from your door to the destination fulfilment centre, you’ll need to:
- Create the shipment and follow the correct booking process
- Liaise with the transporter to send your products
Then AVASK takes over and helps with the customs declarations.
How much does it cost to sign up for either ATS-AVASK or UPS-AVASK?
- Signup: free
- Annual charge: €200, which is waived (subsidised by Amazon) if you haven’t registered yet or used a previous Amazon promotion
What are the shipment fees for ATS-AVASK and UPS-AVASK?
The fee for sending parcels or pallets via ATS-AVASK or UPS-AVASK is €60 per shipment.
- This includes as many parcels or pallets as you like, and 3 commodity codes
- Additional commodity codes cost €5 each
- Your first shipment is free if you haven’t signed up yet, and ship within the first 90 days of signing up
What are the pre-shipment requirements for shipping between the UK and EU?
What are the pre-shipment requirements for shipping between the UK and EU?
You’re going to need:
- A VAT number in your home country (where your products currently are)
- A VAT number for the destination country
- The relevant EORI numbers
To start shipping between the UK and EU, you must:
- be VAT registered in the UK
- be VAT registered in the European country or countries where you plan on storing inventory
To ship from UK to the EU, you need at minimum:
- the UK VAT number and UK Economic Operators Registration and Identification (EORI) number
- a VAT number for the country (or countries) and an EU EORI number
Once you’ve done these the first time, you can then continuously ship.

What does AVASK need to compliantly submit customs declarations?
We’ll need information about your products at an ASIN level, which includes:
- What assets you’re sending, and their value
- Product country or countries of origin
- CE certificates or information about the trademarks (if these apply)
- Commodity codes
- Customs valuation

Parcels: how do you book a UPS parcel shipment collection?
It’s fully integrated within Amazon Seller Central. Once you’re onboarded, you:
- Go to Seller Central
- Choose UPS
- Pay UPS through Amazon for the cost of the transport
- Inform AVASK separately of the shipments that you’re sending, so that we can approve those and give you confirmation to proceed.
Pallets: how do you send pallet shipments from the UK?
There are 4 main steps for UK sellers to get started with sending shipments:
- Amazon invites you to use UPS shipping: Register your interest, fill out a short survey and complete the signup form. Our team will reach out within 24 hours and discuss what to do next. If you’re missing any sort of VAT numbers or anything, we’ll tell you what else is needed so we can proceed. We’ll give you the Power of Attorney needed to onboard. We’ll then introduce you to a team member who’ll manage your account and guide you through the next steps.
- Create shipment in Seller Central using the Send to Amazon workflow, then accept charges, confirm shipping and print UPS box labels.
- Shipment validation: To make your shipment go as smoothly as possible, AVASK does a full advance check of the product COO (countries of origin), the commodity codes and information that you provide to make sure it matches. You complete the commercial invoice, which AVASK validates. Then you pay the brokerage fee for approval, and AVASK gives you the green light to proceed and book your shipment.
- Delivery: AVASK handles the customs clearance. UPS delivers to the fulfilment centre in 6-11 days.
What happens after the first shipment of pallets and/or parcels?
It’ll be a matter of repeating this process (minus the VAT numbers, unless you need more of them) over and over. We’ll need to make sure your products are compliant each time.
